Capacity-Building

Our mission is to incubate and accelerate non-governmental stabilization efforts before, during, and after humanitarian crises. We help local non-governmental organizations launch, scale rapidly, and continuously build capacity to overcome challenges in tough environments.

Members of our team have assisted 7,500+ at-risk allies through direct humanitarian aid, evacuated 3,500+ at-risk allies, and provided over $2 million in support for food, housing, and medical care.

In addition, members of our team have established and provided aid in Hungary, Slovakia, Poland, Moldova, and Ukraine, co-founded a children's aid base in Ukraine to directly support orphans of the war, and supplied life-saving blood coolers and expedited medical supplies to internally displaced persons.


Board

Carl Schramm

Co-Founder

Carl is a globally recognized expert in entrepreneurship, innovation, and economic growth. He has founded and financed multiple startups, and served in executive positions in the insurance industry. As former CEO of the Kauffman Foundation, the world’s most influential organization promoting entrepreneurship, he was referred to as “The evangelist of entrepreneurship” by The Economist. In 2010 he devised the theory of Expeditionary Economics — the U.S. must anticipate restoring economies after invasions — which became part of U.S. war fighting doctrine. Before his business/investing career, Schramm taught at Johns Hopkins for 16 years. He is a member of the Council on Foreign Relations, a trustee of the Templeton World Charities Foundation and a fellow of the Royal Society of Arts. Schramm earned his Ph.D. in economics from the University of Wisconsin, his law degree from Georgetown, and currently serves as University Professor at Syracuse.


Josh Owen

Co-Founder

Josh is a serial entrepreneur focused on the nexus of technology and national security. As the Chief Executive Officer of Reinaert, a service-disabled veteran-owned small business focused on operational planning and humanitarian assistance, Josh leads his team in supporting non-profit organizations in Afghanistan, Ukraine, Poland, Moldova, Romania, and Slovakia. Prior to Reinaert, Josh successfully co-founded and exited Lodestar Defense Services, a supply-chain management company that builds advanced technologies for the government, defense, and law enforcement sectors. Leveraging his 19 years of experience in national security, Josh responded quickly during the U.S. withdrawal from Afghanistan and integrated several civilian liaison networks to establish high-throughput pathways to relocate American citizens, legal permanent residents, and at-risk Afghans. Applying the lessons learned from Afghanistan, Josh encouraged his relationships across the defense industry to establish partnerships with other humanitarian organizations to extend sustainable crisis-response programming across the globe.


Wes Wrather

Co-Founder

Wes is the Co-founder and Chief Operating Officer of Operation Recovery, a non-profit organization facilitating the safe passage and evacuation to over 6,000 U.S. allies from Afghanistan after the withdrawal of the U.S. military. Wes is also the Founder and Chief Executive Officer of Marpè Therapy Services, a consultative and rehabilitative therapy organization focusing on children and adults with special needs. Wes earned an MBA in Healthcare Management and is a combat military veteran, serving in multiple intelligence operations roles over his 24 months in Afghanistan.


Todd De Luca

Co-Founder

Todd has over 15 years of experience in international business development, with a specific focus on energy projects within the U.S., the MENA region, and sub-Saharan Africa. Todd is currently the Co-founder and Chief Executive Officer of Pulse Grids, a cutting-edge renewable energy equipment company. Prior to his role with Pulse, Todd founded Stonecroft Holdings, a specialized development firm, and was a founding partner of a privately-held exploration and production company, formerly Hutchison Oil and Gas Corp., based in Dallas, Texas.


Henrik Fogh Rasmussen

Co-Founder

An immigrant from Denmark to the United States, Henrik has spent most of his career building businesses and non-profit organizations at the intersection between science-based innovation, public policy, and international relations. Henrik currently serves as Executive Director of the Institute for Science and International Security, a think tank focused on nuclear weapons. Previously, Henrik served as Vice President of Health Care and Economic Progress at Stand Together, one of America’s leading philanthropic networks. Prior to joining Stand Together, he served as President of Argonne Ventures, a consulting firm focused on investment projects in the technology, defense, and natural resources sectors. Henrik was also Co-founder and Managing Director of Cimbria Capital, a private equity firm focused on the water technology sector in North America and Europe. He served as an officer in the Royal Danish Army before moving to the United States and holds an MA from the University of Pennsylvania and a BA from Hampden-Sydney College in Virginia.


Executive Team

Stephen Honan

President

Stephen is a former Naval Explosive Ordnance Disposal (EOD) Officer with over 15 years of experience constructing and leading technical teams in high-risk environments. His adaptive leadership skills have been instrumental in managing globally-dispersed teams in hybrid work structures. Stephen holds a Master's (M.Phil) in Geography and the Environment from the University of Oxford, focusing on technology adoption for low-income populations, and a Bachelor's (B.S.) in Honors Control Systems and Weapons Engineering from the United States Naval Academy.

Throughout his career, Stephen engineered technical communication systems, led business development for humanitarian grants, improved training methods with advanced technologies, and co-founded a solar-powered environmental monitoring network for agricultural use. He also advised on policy reform and developed feedback mechanisms for decision-making in large organizations.

Stephen's commitment to public service is evident through mentorship at the Truman Scholarship Foundation, leadership in the Truman Scholars Association, and support for startups addressing societal challenges. Honors and awards include being a CWMD Fellow, a Governance Fellow, and a winner of multiple entrepreneurship and innovation competitions.

Stephen's multifaceted career, leadership, and academic achievements demonstrate his ability to address complex problems and make valuable contributions in the intersection of technology, national security, and international development.


Advisors

Scott P. Moore

Rear Admiral (Ret.)

Scott retired in 2014 as a Navy Rear Admiral with over 30 years in Naval Special Warfare (“NSW”). During his impressive career, he led at every NSW level, from SEAL platoon commander to Commander of the Nation's premier Counterterrorist Force, to Deputy Commander of Naval Special Warfare Command where he was responsible for training and equipping a 7,000 person force. He commanded a 1,500 person Joint Task Force in Afghanistan, which conducted over 2,000 missions against enemy leaders. Rear Admiral Moore is also the Co-founder of Karakoram Group International, a risk consultancy which focuses on helping U.S. companies conduct business operations overseas in challenging or uncertain environments.


Scott Mann

Lieutenant Colonel (Ret.)

Scott is a former U.S. Army Green Beret with tours all over the world including Colombia, Iraq, and multiple tours in Afghanistan. He is a warrior storyteller and the founder of Rooftop Leadership where he shares the rapport-building skills he learned in Special Forces to help today's leaders make better human connections in high-stakes, low-trust engagements. In the same way he empowered local tribes in Iraq and Afghanistan to make transformative decisions using very few resources, Scott teaches corporate leaders and their teams the relationship-building techniques that drove so many of his successful combat operations.

Scott is the #1 International Best-Selling Author of Game Changers, Going Local to Defeat Violent Extremists, and has spoken on three TEDx stages. Scott is also a playwright and actor in his recent play brought to film about the Afghan War and the unforeseen cost of war on our Veterans called “Last Out.”

Scott is also the founder of Task Force Pineapple where he actively advocates in Congress and on national media outlets such as CNN, Fox, and ABC for the safe passage and resettlement of our abandoned Afghan Allies.

Lastly, Lieutenant Colonel Mann is the founder of the 501c3, The Heroes Journey, where he helps warriors, first responders, and their families find their voices and tell their stories in order to bridge the civilian-military divide.


Amy K. Mitchell

Amy K. Mitchell is a founding partner at Kilo Alpha Strategies. She brings extensive national security and defense experience to the firm having advised three Secretaries of Defense and several large defense contractors. She brings a unique understanding of the government's national security requirements and how to match those needs to the defense business sector.

Prior to founding Kilo Alpha, Amy provided strategic guidance to a top 10 defense contractor on issues focused on integrated defense, space as a warfighting domain, and Joint All-Domain Command and Control (JADC2).

Previously, she was a member of the Senior Executive Service and served at the U.S. Department of State from 2020-2021 as a senior advisor to the Secretary's Office of Global Women's Issues focused on the Indo-Pacific region. At the U.S. Department of Defense, she served as a special assistant to the Secretary of Defense, forging international relationships and overseeing all high-level events at the Department from 2017-2020. For her service, she was awarded the Secretary of Defense Exceptional Civilian Service Award, the Department's highest civilian honor.

Amy also has extensive Capitol Hill and public relations experience, having served as the vice president of communications at National Review, vice president of public affairs at the United Service Organizations (USO), and as the director of communications at the House Committee on Veterans' Affairs, handling all strategic communications, public outreach and media relations efforts.

Under President George W. Bush, she served at the Department of Defense as the Director of Special Projects, overseeing the Department's Wounded Warrior outreach efforts and supported the unveiling of the September 11 Pentagon Memorial.

Amy's international relations career began as the deputy director of the G8 Summit in 2004 at Sea Island, Georgia. She is a graduate of the University of California at Santa Barbara.

Amy is currently a Visiting Fellow at George Mason University's National Security Institute, a Non-Resident Senior Fellow at New Lines Institute; a member of the U.S. Global Leadership Coalition Foreign Policy Study Group; a strategic consultant to military and veterans service organizations; and is on the board of Eagle Online Academy. She holds an active Top Secret clearance.
